On my system, this affects only the keys + and - of the Numpad when entering text in the inline text editor. The keys + and - of the regular key area work as normal characters and don't invoke the zoom commands. Also the numpad keys can be used to enter characters in the label text settings of the Properties View window or Properties dialog. Nevertheless, this is an error and I added a corresponding task in our error tracker.
