Allow for proxy when reporting crashes online.

The program crashed and wanted to send a report. I am behind a proxy so the report failed to send.

It would be sufficient to merely specify the IP and port number. There are free proxy-proxies (such as Cntlm http://cntlm.sourceforge.net/) that can handle all the user name and password management for you.
