Well, maybe. "Starter" is not a Windows version but an edition of either Windows XP, Windows Vista, or Windows 7.
If you running Windows 7 Starter Edition, then I guess the 32bit version of yEd (i.e. yEd-3.13_with-JRE_32-bit_setup.exe) will work. (No guarantees, though.)
If you are running Windows XP Starter Edition, yEd most likely will not work. If you choose to give it a try nonetheless, use the 32bit version of yEd that has no embedded Java runtime (i.e. yEd-3.13_without-JRE_32-bit_setup.exe). You will have to have at least Java 6 already installed on your system.
I have no idea about Windows Vista Starter Edition.
