Well, you could create a dedicated custom text property (see "Edit" -> "Manage Custom Properties") for each language. After creating the necessary properties, define a property mapper (see "Edit" -> "Properties Mapper") configurartion for each language that maps the langugage specific property to the tooltip property of your nodes and/or edges. To switch from one language to another, run the corresponding configuration.
