Question

The Palette "Apply" command is suppose to "...effectively changes both type and attributes..."; however, it does not apply/change the width and height attributes. Why not?

Because the palette is a collection of templates for visual styling of your nodes and edges. Width and height are not visual attributes but geometric properties same as x/y positions and the bend/port coordinates of edges.
