Scroll past the end of diagram using mouse wheel

I am using the new feature to allow the mouse wheel to scroll. While this is nice, can you allow it to scroll past the edges of the diagram? It is a pain when you are working near the edge of the diagram and cant scroll to have your work area centered on the screen.
