show floating panel's border while dragging it into a second monitor

When I drag a panel, like properties view panel, around the canvas, the panel's border is visible while I'm dragging it.

But when I drag the panel into another monitor, the border doesn't show up anymore.

It'd be better to keep showing the border while the panel is in another monitor. This feature could be convenient for a multi-display workspace.
