yEd displays scrollbars if a diagram extends beyond the currently visible area.
yEd supports mouse wheel scrolling if option "Mouse Wheel Behavior" is set to "[Wheel] Up/Down, [Shift+Wheel] Left/Right, [Ctrl + Wheel] In/Out" in "File" -> "Preferences", tab "General".
Finally, yEd supports right-click panning.
