How do one switch on the palette?

It should be visible by default. If you accidentally closed it, you can open it again in menu 'Windows'. If this doesn't help, using 'Reset Layout' in the same menu should reset the arrangement and visibility of all tool windows to the initial state.

If you're just missing specific sections of the palette, use Edit -> Manage Palettes to show them again.
